Language of the educational process
From January 16, 2021, it acquired validity Article 30 of the Law of Ukraine “On Ensuring functioning Ukrainian language as a state language.
The main requirements of the legislation regarding the state language in educational institutions: Article 30 of the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language” concerns the sphere of education.
Educational institutions are legal entities that provide educational services, i.e. a set of actions defined by legislation, an educational program and/or a contract, which have a certain cost and are aimed at ensuring that the student achieves the expected learning outcomes (clause 18, part 1, article 1 of the Law of Ukraine “On education” ).
THE LANGUAGE OF THE EDUCATIONAL PROCESS IN EDUCATIONAL INSTITUTIONS IS THE STATE LANGUAGE
According to Article 7 of the Law of Ukraine “On Education ”, in the language educational process in educational institutions there are state language . The state guarantees to every citizen Ukraine has the right to obtain formal education for all levels (preschool, general secondary, vocational (vocational), specialist pre-higher and higher), as well as extracurricular and postgraduate education in the state language in state and municipal educational institutions .
Persons belonging to national minorities of Ukraine and indigenous peoples are guaranteed the right to study in municipal educational institutions to receive preschool and primary education in the language of the relevant national minority or indigenous people, along with the state language.
ALL EDUCATIONAL EMPLOYEES ARE PROFESSIONALS OF THE STATE LANGUAGE
Officials and service personnel of enterprises, institutions and organizations of state and municipal ownership, i.e. heads of educational institutions, employees of education management bodies, pedagogical, scientific and pedagogical and research workers, except for foreigners or stateless persons who are invited to educational institutions and/or scientific institutions and work on a temporary basis as scientific, pedagogical, scientific and pedagogical workers or teachers of a foreign language, are obliged to know the state language and use it while performing their official duties (Article 9 of the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language”).
THE STATE LANGUAGE IS THE WORKING LANGUAGE OF COMMUNICATION FOR EDUCATIONAL INSTITUTIONS
The state language is used within the educational process during educational classes, except for classes in subjects that, according to the educational program of the educational institution, are taught in foreign languages or languages of indigenous peoples and national minorities; in communication between teachers and other personnel of educational institutions both with students and among themselves (letter of the Ministry of Education and Science of Ukraine No. 1/16742-23 “On the use of the state language in the sphere of education” dated October 27, 2023 , letter of the Ministry of Education and Science of Ukraine No. 1-9-581 “On the use of the state language in the educational process” dated September 17, 2019, and letter of the Ministry of Education and Science of Ukraine No. 1/9-74 “Letter on the use of the Ukrainian language in the educational sphere” dated February 1, 2018).
The state language is the working language of communication of scientific, pedagogical, pedagogical and other employees of educational institutions. In accordance with Part 1 of Article 12 of the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language”, the language of meetings, events, meetings and the language of working communication is the state language.
STATE LANGUAGE IN THE SPHERE OF SERVICING CONSUMERS OF EDUCATIONAL SERVICES
If the above requirements applied mainly to state and municipal educational institutions, then Article 30 of the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language” determines that all business entities must serve consumers in the state language.
In the field of education, this applies to educational institutions, enterprises, institutions and organizations of all forms of ownership, and individual entrepreneurs who provide educational services.
That is, education of any level and form should be carried out in the state language: full-time, part-time, distance, online, external , family, etc., educational services should be provided services, training for any profession, training via the Internet, television/radio, and by mail.
By Order of the Cabinet of Ministers of Ukraine No. 713-r dated July 15 In 2025 , Elena Petrovna Ivanovska was appointed to the position of Commissioner for the Protection of the State Language in Ukraine.
The Commissioner for the Protection of the State Language is an official whose status, powers and procedure for their implementation are defined in Section VIII . PROTECTION OF THE STATE LANGUAGE (Articles 49-57) of the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language”.
